In Korea, in addition to the Korean language, there is Korean Sign Language, a language used by deaf people with equal qualifications.
On February 3, 2016, the Korean Sign Language as a Second Language Act was enacted to popularize Korean sign language and spread the opportunity for sharing through cultural exchanges with the deaf. It builds consensus among citizens on the necessity of Korean sign language, a second language, and naturally arouses interest in deaf culture and Korean sign language through sign language performances.
The Incheon Sign Language Culture Festival is not just a festival for the hearing impaired, but is established as a second language sign language culture festival for all citizens of the Incheon region where they can enjoy, communicate, and learn through sign language.
